Hacer, Plus Studio and Fiona Lynch to lead 623 Collins Street design

Sterling Global has selected Hacer Group as the preferred builder for 623 Collins Street, a major mixed-use development that will revitalise one of Melbourne’s most historically significant CBD sites.

The announcement was made at a private Melbourne event attended by Deputy Lord Mayor Roshena Campbell, along with project partners, consultants and industry leaders.

This appointment comes amid a broader resurgence of large-scale residential and mixed-use construction across Melbourne’s city centre, reflecting renewed confidence in the CBD and a strengthening pipeline of design-focused, heritage-conscious developments.

The 42-storey project will be constructed on the site of the former State Savings Bank of Victoria, blending new architecture with two heritage-listed buildings — the 1924 banking chamber and the former Batman’s Hill Hotel. The development aims to create a contemporary destination for residential, commercial and retail use at the western end of Collins Street.

Hacer Group was chosen for its proven expertise in delivering complex, large-scale projects that require close coordination across heritage, commercial and residential sectors. This marks the third collaboration between Sterling Global and Hacer Group.

The project will retain and restore two heritage-listed structures, including the original banking chamber, which will be repurposed for a future hospitality offering. This approach reinforces the site’s long-standing civic significance within the city.

Construction is expected to support approximately 2,000 jobs and generate around $800 million in economic activity for Victoria.

Sterling Global Director Brandon Yeoh says the partnership highlights the importance of selecting a builder capable of delivering both technical precision and long-term value on a site of such significance.

Deputy Lord Mayor Roshena Campbell emphasises the importance of developments that balance heritage preservation with new housing and economic growth.

“The restoration of the State Savings Bank building at 623 Collins Street shows how Melbourne can honour its proud architectural history while creating new opportunities for people to live and work in the heart of the CBD,” she says.

Residents will have access to over 800sqm of wellness-focused amenities on level six, including a gym, yoga studio, private dining areas, library, games room and The Bathhouse, complete with a pool, sauna, spa, steam room and cold plunge.

Additional exclusive amenities on level 38 will offer residents of The Reserve and Penthouse Collection access to a private lounge, whiskey bar, dining spaces and an outdoor terrace.

The project is currently scheduled for completion in Q4 2029.
